On August 24, 2023, the Web3.0 Technology Standards and Industry Development Seminar, hosted by the IEEE Computer Society Blockchain and Distributed Ledger Standards Committee and undertaken by the Canada Chaintime Blockchain Association, was successfully held in Toronto. The seminar invited experts and scholars from various fields such as academia, industry, and community to conduct in-depth communication and discussions on topics such as the definition, characteristics, development trends, application prospects, and standard setting of Web3.0.

Web3.0 refers to a decentralized, open, and intelligent network platform based on technologies such as blockchain, distributed storage, artificial intelligence, etc. It will realize data self-control, fair value distribution, unlimited application innovation, and bring new opportunities and challenges for the global digital economy development. The purpose of this seminar is to promote the high-quality development of Web3.0 technology and industry, promote win-win cooperation among all parties, and contribute to building a more inclusive, trustworthy, and sustainable digital world.
Web3.0是指基于区块链、分布式存储、人工智能等技术构建的去中心化、开放式、智能化的网络平台，它将实现数据的自主控制、价值的公平分配、应用的无限创新，为全球数字经济发展带来新的机遇和挑战。本次研讨会旨在推动Web3.0技术和产业高质量发展，促进各方合作共赢，为构建更加包容、可信、可持续的数字世界贡献力量。
The seminar was chaired by Ms. Alice Jiang, the person in charge of the Chaintime Blockchain Association. First of all, Mr. Li Ming, the chairman of the IEEE Computer Society Blockchain and Distributed Ledger Standards Committee, introduced the organizational structure, work scope, standardizing projects, etc. with IEEE BDL, and stated that IEEE BDL is committed to promoting the standardization process of blockchain and distributed ledger technology. , To provide technical support and standardize guidance for the development of Web3.0.
研讨会由链时代区块链协会负责人AliceJiang女士主持，首先由IEEE计算机协会区块链和分布式记账技术标准化委员会主席李鸣介绍了IEEE BDL的组织架构、工作范围、标准项目等情况，并表示IEEE BDL致力于推动区块链和分布式记账技术的标准化进程，为Web3.0的发展提供技术支持和规范指导。
Subsequently, Mr. Li Ming led the guests to conduct a special discussion on key elements of Web3.0 development, how to serve the development of digital economy industries, which key areas need to be developed in advance, how to carry out standardization process in the Web3.0 industry and other issues. The guests expressed that Web3.0 is a paradigm shift in the network. It requires all parties to participate and cooperate to form an open, interconnected, and trusted ecosystem. At the same time, Web3.0 also needs unified standards and norms to ensure its quality in terms of security, reliability, interoperability, etc. Therefore, establishing an effective communication and coordination mechanism and strengthening cooperation and collaboration among all parties are important ways to promote the development of Web3.0 technology and industry.
随后，李鸣带领与会嘉宾进行了专题讨论，就Web3.0发展的关键要素、如何服务于数字经济产业发展、哪些重点领域有需要预先发展、如何在Web3.0领域开展标准化工作等问题进行了深入探讨。与会嘉宾表示，Web3.0是一种网络范式的转变，它需要各方共同参与和协作，形成一个开放、互联、互信的生态系统。同时，Web3.0也需要有统一的标准和规范，以保证其安全性、可靠性、互操作性等方面的质量。因此，建立一个有效的沟通和协调机制，加强各方之间的合作和交流，是推动Web3.0技术和产业发展的重要途径。
It is worth mentioning that at this seminar, Mr. Li Ming accepted the invitation to become a senior consultant of the Canada Chaintime Blockchain Association. This is a recognition of Mr. Li Ming's long-term contribution in the industry of blockchain, as well as a strengthening of the cooperative relationship between IEEE BDL and the Canada Chaintime Blockchain Association.
值得一提的是，在本次研讨会上，李鸣先生也应邀成为加拿大链时代区块链协会的高级顾问，并在会上颁发了聘书。这是对李鸣先生在区块链领域长期贡献的认可，也是对IEEE BDL与加拿大链时代区块链协会之间合作关系的加强。
In addition, Mr. Li Ming also proposed that Canada Chaintime Blockchain Association organize and promote the establishment of a Web3.0 standardization association in Canada to work with Canada's academic and industrial circles to promote and strengthen related standards building work , and work together with Web3.0 standardization associations that will be established in various places around the world such as Singapore, Australia, Hong Kong, etc., to create global standards for Web3.0. This proposal received positive responses and support from the attendees, expressing their willingness to participate in and promote the establishment and operation of the Web3.0 standardization association.
此外，本次会上李鸣先生还提议由加拿大链时代区块链协会组织和推动，在加拿大设立Web3.0标准化协会，与加拿大的学术界和产业界一道去推动和加强相关标准的建设工作，并与即将在全球各地如新加坡、澳大利亚、香港等地建立的Web3.0标准化协会协同工作，共创Web3.0全球标准。这一建议得到了与会嘉宾的积极响应和支持，表示愿意参与和推动Web3.0标准化协会的成立和运行。
The seminar was finally summarized by Alice. She affirmed and thanked the achievements of this seminar and looked forward to continuing to keep in touch and cooperate with all parties in the future to make more contributions to the development of Web3.0.
